An analysis of the principles of the theory of relativity shows that constancy of velocity of wave processes in moving inertial frames, and thus the equality of these systems, can be derived as a consequence of the Doppler effect in the measurement procedure of spatio-temporal parameters. Therefore, the allegation of the constancy of velocity of light is not an independent axiom of relativity theory.
